Colombia declares state of public calamity over rains

Colombia's President Juan Manuel Santos on Thursday declared a state of public calamity in 28 of the country's 32 departments to deal with emergencies caused by this year's rainy season, which has caused the death of 136 Colombians so far.

The government plans to decree other measures in the coming days that will help authorities to release emergency funds for the victims of floods and landslides that damages the houses or land of 1.3 million people.

The United States government on Thursday announced it would pay $50,000 as the first of a number of payments to help Colombia deal with what is called the worst rainy season in 60 years.

Earlier this week, Santos warned that the Colombian government has reached its financial limits to deal with the emergencies and called on the international community and private sector to donate money for victim relief.

This rainy season started in March and is expected to last until 2011. According to meteorologists, the prolonged rains are the result of meteorological phenomenon "La Niña."

Tropical moisture from both the Pacific and the Atlantic will help to fuel the flooding rainfall through early in the week.

The death toll across Colombia continues to rise after weeks of excessive rainfall has produced widespread flooding throughout the nation. The death toll stands at 136 lives.

Government officials on Thursday declared a state of calamity in 28 of the nation's 32 states. More than 1.2 million people have been affected by the flooding across the nation.

More rain is likely over the next few days, any of which will aggravate the flooding currently ongoing across the nation.

Colombia is the meeting point between two tropical air masses; one originating from the Atlantic Ocean and one originating from the Pacific Ocean. While this is the rain season for Colombia, it has been enhanced by the onset of La Nina, which typically produces more rain than normal across northern South America.

Rain Sunday through Tuesday will be heaviest over the Andes mountains, which span much of western Colombia from Ecuador to northwest Venezuela, where the two tropical air masses collide. Numerous showers and thunderstorms will develop, any of which will produce daily rainfall totals in excess of 2-4 inches.
