LEGAZPI, Philippines – Philippine troops went house to house Thursday threatening to use force to move hundreds of residents from the steaming slopes of a lava-spilling volcano. Some farmers begged to stay to guard their livestock while their families spent Christmas Eve in a shelter.

Volunteers distributed games and ice cream to children in some 45 evacuation centers and were preparing meals to try to restore some holiday cheer.

President Gloria Macapagal Arroyo ordered officials to search for all those still refusing to leave their farms within a 5-mile (8-kilometer)danger zone around Mayon volcano in the central Philippines.

Security forces were under orders to use force if necessary to ensure no one is hurt by flowing lava or red-hot rocks, said Jukes Nunez, a provincial disaster management official.

Volcanologists warned the weeklong moderate eruption of the 8,070-foot (2,460-meter) Mayon could escalate within days as the volcano belched out 20 gray ash columns Thursday, some of them a mile (1.5 kilometers) high.

In Mabinit, a village within Mayon's danger zone, some of the farmers pleaded with soldiers accompanied by human rights workers to allow one man in each household to guard belongings while their families are in evacuation shelters farther away.

"We can't just leave our livestock and belongings because they may be stolen, so we asked the military to allow the men to stay behind," said Nelson Esquivel, 53. "I will just run down when the volcano erupts."

Military spokesman Capt. Razaleigh Bansawan said the men were given time to tend to their farms and gather belongings, but all of them were later moved out and Mabinit was sealed off.

He said the evacuation of about 1,000 people in seven other villages within the zone was ongoing. People were complying, he added.

Government workers have fanned out across some 45 schools and gymnasiums with games, movies and music concerts, hoping to keep 47,000 evacuees entertained over Christmas holidays, a time when many in this majority Roman Catholic country are missing traditional family gatherings in their homes.

Children in one evacuation center gleefully lined up for ice cream Thursday, and other activities were taking place to keep them busy.

Dinner packs of noodles, apples, oranges and corned beef will be distributed at the shelters later Thursday forChristmas Eve dinner, said Nunez.

TOPEKA, Kan. – A major winter storm lumbering across the nation's midsection promised a white Christmas for some but brought headaches for residents without power and travelers crawling along slick, icy roads and dealing with canceled and delayed flights.

The worst of the storm was heading northeast across the region Thursday, bringing heavy snow, sleet and rain to a large swath of the Plains and the Midwest. A foot or two of snow was possible in some areas by Christmas Day.

The National Weather Service issued blizzard warnings early Thursday for Kansas, western North Dakota, northern Minnesota and northwestern Nebraska. It cautioned that travel would be extremely dangerous in those areas through the weekend and that anyone taking to the road should pack a winter survival kit including flashlight and water in case of emergency.

It also warned of strong winds and more snow with poor visibility inSouth Dakota, particularly in the west. Rain, sleet and snow were forecast in western Iowa and Wisconsin.

Scott Blair, a National Weather Service meteorologist in Topeka, Kan., said the wind was becoming a serious issue in central Kansas, withwind speeds of up to 25 mph and gusts reaching 40 mph.

"We're going to see blowing snow," Blair said. "The big concern comes later when we see snowfall with the wind, causing reduced visibility."

Road conditions were particularly bad in northwest Kansas, where 8 inches of snow had fallen overnight.Interstate 70 was completely ice-packed in western Kansas.

"It's kind of hard to stay on the roads. You've got to go slow," Jason Juhan, a clerk at the Love's truck stop in Goodland, Kan. said Wednesday. "People are just trying to get through and get to where they need to as fast as they can."

Still, he saw an upside: "It's been a few years since we've actually had a white Christmas out this way."

The storm began in the southwest — where blizzard-like conditions shut down roads and caused a pileup involving 20 vehicles in Arizona on Tuesday — and spread east and north, prompting weather advisories from the Rocky Mountains to Lake Michigan. Rain, freezing drizzle and snow that fell in parts of the Plains andMidwest on Wednesday were just a precursor to what was expected later in the week.

Slippery roads were blamed for at least six deaths — three in accidents on Interstate 80 in Nebraska, two in a crash on I-70 in Kansas and one near Albuquerque, N.M. South of Phoenix, a dust storm set off a series of collisions that killed at least three people Tuesday.

Early Thursday, nearly 100 scheduled flights from Minneapolis-St. Paul International Airport were canceled and dozens more were slated as delayed, according to the airport's Web site. Scheduled flights out of Bismarck Airport did not appear to be significantly disrupted.

On Wednesday, more than 200 flights at Chicago's O'Hare International Airport were canceled, along with about 60 flights out of Midway International Airport, the city's Aviation Department said.

With temperatures in the low 30s early Thursday, the Iowa Association of Electric Cooperatives said more than 1,300 customers statewide were without power.

The storm forced the closure of the Mount Rushmore National Memorial in South Dakota, and prompted that state's governor, Mike Rounds, to cancel travel plans and stay in Pierre for Christmas. Rounds declared a state of emergency Tuesday before the storm even hit.

The winter blast follow a weekend storm that dropped record snowfall and interrupted holiday shopping and travel on the East Coast. Tens of thousands of customers in West Virginia and Virginia remained without power.

MANILA, Philippines – Three floating bodies were found as search-and-rescue teams combed the waters of Manila Bay on Thursday for at least 24 people missing after a passenger ferry collided with a fishing boat.

Forty-six passengers and crew of the wooden-hulled ferry MV Catalyn B were plucked from the water and brought to the coast guard's Manilaheadquarters, said coast guard spokesman Armand Balilo. The coast guard alerted all vessels in the area to look for those still missing.

A female passenger was seen being carried on a stretcher, while others were led to a clinic for a medical examination.

The 44-foot- (13-meter-) long vessel, carrying 73 people on a journey from Manila to southwest Mindoro Island, sank shortly after the accident, Balilo said. The ferry had a capacity to carry 126 people.

All 22 crew on the fishing boat were safe and it did not sink, said Melvin Viola of the coast guard's operation center.

The cause of the accident off Cavite province's Limbones island was not clear. No weather disturbances were reported in the area. The collision came at a time when millions of Filipinos were heading to their home provinces ahead of Christmas Eve.

Henry Tria, one of about 30 anxious relatives who flocked to the coast guard office, said five relatives were on board, including teenaged nephews and a 7-year-old niece.

"I told them that we should take a bigger ship but the tickets were sold out so they decided to go on this smaller ferry because they wanted to be home for Christmas," he said.

One nephew's name was on a coast guard list of rescued passengers, he added.

The floating bodies of two men and a woman were found by a tanker passing through the area.

Coast guard commander Luis Tuazon Jr. said most of the passengers were sleeping when the vessels collided and many did not have time to get life jackets on. An investigation will be launched into the cause of the accident, he said.

Sea accidents are common in the archipelago because of tropical storms, badly maintained boats and weak enforcement of safety regulations.

Last year, a ferry overturned after sailing toward a powerful typhoon in the central Philippines, killing more than 800 people on board.

In December 1987, the ferry Dona Paz sank after colliding with a fuel tanker, killing more than 4,341 people in the world's worst peacetime maritime disaster.

JAKARTA, KOMPAS.com — Pihak Kepolisian Resor Jakarta Pusat masih melakukan pengembangan terhadap penyelidikan pasca-robohnya bangunan toilet tambahan di Pusat Grosir Metro Tanah Abang, Kebon Kacang, Jakarta Pusat, kemarin.

Kepala Polres Jakarta Pusat Kombes Hamiddin pun mengatakan bahwa dalam penanganan kasus ini, pihaknya juga bekerja sama dengan Polda Metro Jaya.

Polres Jakarta Pusat masih berkonsentrasi mengembangkan keterangan dan kesaksian para saksi mata yang langsung menyaksikan peristiwa yang menelan 3 korban tewas dan 14 korban luka-luka.

"Kasus ini ditangani bersama Polda Metro Jaya dan kami sampai saat ini masih memeriksa saksi yang melihat langsung, yaitu 5 rekan kerja korban dan 7 saksi mata yang ada di sana," kata Hamiddin, kepada Kompas.com, Kamis (24/12/2009) pagi.

Setelah memperoleh keterangan dari para saksi mata, pihak kepolisian akan meminta keterangan ahli konstruksi mengenai kelaikan bangunan. Keterangan mengenai perizinan juga akan digali dari pihak Pemda DKI Jakarta.

"Baru nanti kami akan mengarah kepada siapa yang bertanggung jawab, dengan memeriksa kontraktor, mandor, atau pengawasnya. Kami juga harus lihat UU Konstruksi. Kalau pidananya, bisa dijerat dengan Pasal 359 dan 360," ungkapnya.

Untuk sementara, robohnya bangunan toilet, yang proses evakuasinya sudah dinyatakan selesai sejak kemarin sore, diasumsikan karena kelalaian dalam proses pengerjaan.

Sementara itu, mengenai adanya warga yang kehilangan anggota keluarga, mereka diminta untuk melaporkan. Kemudian di lokasi kejadian, Hamiddin mengatakan bahwa Pemda DKI Jakarta akan membongkar bangunan yang tidak berizin. "Bangunan ilegal, yang tidak berizin, katanya akan dibongkar, terutama bangunan-bangunan tempel," ujar Hamiddin.

The Weather Bureau has issued a severe weather warning for South Australia's north-east and north-west pastoral districts as ex-Tropical Cyclone Laurence moves into the state.

It is warning residents in Marla, Coober Pedy, Oodnadatta, Marree and Dalhousie Springs to expect damaging wind gusts with heavy rain and possible flash flooding.

Duty forecaster Brett Gage says wind gusts in excess of 110 kilometres per hour and 75 millimetres of rain has been reported at Ernabella in the state's far north-west

"Most of the rain action will certainly happen further north today and around ex-Tropical Cyclone Laurence, which is just east of Ernabella now," he said.

"That system is still chugging along and will move across our northern border today."

Pilot Trevor Wright, who flew today from Coober Pedy to Oodnadatta, says there is a consistent soaking rain across the outback.

"Some of the creeks are starting to flow, just trickling in as we speak," he said.

"The other thing that's surprised me, the Neals River up this way has got quite a lot of vegetation in it from the previous rain and this will reinforce it.

"I think all the roads will have to be closed here very soon."

SYDNEY - Pacific Ocean temperatures remained at levels typical of a drought-bringing El Nino weather pattern, Australia's Bureau of Meteorology said on Wednesday.

The bureau said in its latest fortnightly report that central Pacific Ocean surface temperatures are now at their warmest level since the El Nino of 1997-98, exceeding temperatures observed in both the 2002-03 and 2006-07 events.

"Similarly, cloudiness and rainfall near the equator remains enhanced, while eastern Australian rainfall remains low; all typical of a mature El Nino event," the bureau said.

An El Nino, which means "little boy" in Spanish, is driven by an abnormal warming of the eastern Pacific Ocean, and can create havoc in weather patterns across the Asia-Pacific region.

The last severe El Nino in 1998 killed more than 2,000 people and caused billions of dollars in damages to crops, infrastructure and mines in Australia and Asia.

The weather bureau said earlier this week that Australia could face a dry start for its summer crops as the El Nino pattern affects rainfall, raising the possibility of lower harvests of sorghum, sugar and cotton.

MEDAN, KOMPAS.com - Sumatera Barat kembali diguncang gempa. Sampai siang ini terjadi dua kali gempa secara beruntun di kawasan yang sama. Gempa ini sempat memicu keresahan warga, namun tidak berpotensi menimbulkan tsunami.

"Sampai sekarang belum ada potensi tsunami. Hal ini terjadi lantaran kekuatan gempa belum cukup untuk memicu timbulnya tsunami," kata Kepala Bidang Data Informasi Balai Meteorologi, Klimatologi, dan Geofisika (BMKG) Hendra Suwarta, Rabu (23/12) di Medan.

Hendra mengatakan gempa pertama terjadi pada pukul 08.11 dengan kekuatan 6,1 skala ricther (SR) di 1,48 Lintang Selatan (LS) 99,33 Bujur Timur (BT) . Lokasi ini terletak di 56 kilometer tenggara Siberut, Mentawai, Sumbar. Gempa kedua terjadi pada pukul 08.47 di posisi 1,69 LS, dan 99,10 BT yang terletak 46 kilometer tenggara Siberut, Mentawai.

BMKG juga belum menerima informasi mengenai kerusakan infrastruktur. Maril, seorang karyawan media massa di Sumatera Barat mengatakan gempa ini sempat membuat keluarganya panik. Meski gempa kali ini tidak sekuat gempa sebelumnya, yang terjadi pada September lalu sebesar 7,6 SR, namun getaranya cukup kuat dirasakan warga.
