Flooding causes 'State of calamity' in Colombia

Robert Hood writes:Columbia is experiencing torrential rains, mudslides and flooding. The government has declared a “State of calamity”, and President Juan Manuel Santos says the country needs foreign aid. Flooding has caused 136 deaths and left 1.2 million people homeless. Crops and livestock have been devastated in the highly agricultural country.
